Ilunga Kampete (commander of the
Republican Guard), Gabriel Amisi
Kumba (Commander of the
Congolese army's first defense
zone), Ferdinand Ilunga Luyoyo

Celestin Kanyama (Commissioner of
the Congolese national Police),
John Numbi (former inspector
General of the Congolese national

"The violence that caused the
deaths of at least fifty people on
September 19 and 20 in Kinshasa
constitutes serious violations of
human rights and fundamental
freedoms, as witnessed by several
observers, including the United
Nations Joint Bureau of the United
Nations human rights. The
European Union committed itself to
the Council Conclusions of 23 May
and 17 October to adopt restrictive
measures against those responsible
for such abuses and those which
would impede a peaceful and

measures against seven individuals
holding positions of responsibility
in the chain of command of the

European diplomats say they are
very concerned about the approach
of 19 December.
"The European Union and its
member states are gravely
concerned about the political
situation in the Democratic
Republic of Congo (DRC). On 19

remain uncertainties and risks
after recent episodes of repression
and violations of fundamental

organizations and countries in the
region in finding a peaceful
solution, including Angola and the
Republic of Congo. "

The EU says it keeps an eye on the
situation in the DRC.
"The European Union will monitor
with greater attention the crucial
political developments in the DRC
in the coming weeks. In this
context, additional restrictive
measures could be envisaged in
the event of obstruction of the
political process or new violence.
